Purpose of the post

•Ensure that the people of Gwynedd are at the heart of everything we do.

•Lead the team(s) the post-holder is responsible for, to effectively and efficiently deliver what matters to the residents of Gwynedd by creating and maintaining an environment of respect and trust while enabling, empowering and inspiring staff.

Responsibility for functions

•Staff -Inclusion Officer and any other posts funded by grant sources.

•Finance – The Supporting People Programme Budget, and any budgets received through grants

•Contracts awarded and managed for resources, suppliers, grants and / or sponsorship.

•Partnership Agreements and Service Level Agreements with third parties.

•Resources - IT equipment.

Main duties

LEADERSHIP

•To be accountable for the area of work and the most effective and efficient use of available resources.

•To lead staff by encouraging and motivating them to take ownership of Ffordd Gwynedd principles and to be accountable for ensuring that this happens.

•Assist the team to establish operational principles, giving consideration to relevant Acts (e.g. Health and Safety, the Well-being of Future Generations Act, Social Services and Well-being Act) and ensure that they adhere to them.

•Awareness of how the team's systems work and provide facilitation to challenge these when required.

•To ensure that the team contributes to the aims of the services or other organisations that try to deliver what matters to the people of Gwynedd.

•Promote the need to identify and act on future threats and opportunities including preventative measures.

•Ensure they are aware of the legal and political climate that impacts the service, ensuring that team members are aware of the required elements.

•To be alert to good practice within the area of work and ensure that the team considers the appropriateness of this good practice for them.

•To lead change within the area of work where there is a need to do so.

•Deal with concerns raised by Elected Members regarding the area of work.

•Ensure an environment within the team that promotes and encourages the well-being of staff.

SPECIFIC AREAS OF THE POST

•Establishing a Tackling Poverty Action Plan jointly with external partners and agencies for the benefit of Gwynedd's residents. This will include

•Identify the demand / need and what is important to Gwynedd residents as the evidence base for the delivery plan with input from services across council departments, and external partners.

•Shaping the vision / purpose of the Tackling Poverty Action Plan

•Map existing provisions to identify gaps and opportunities;

•Draw up a response plan

•Develop management data and measures for the plan and suitable monitoring arrangements.

•Monitor the achievement of the action plan and its provisions to meet agreed targets / milestones / measures

•Establish and deliver reporting arrangements, prepare and submit reports / presentations on the tackling poverty action plan as required to the Public Services Board.

•Establish and deliver arrangements for reporting in accordance with the Council's scrutiny and performance challenge process to the relevant cabinet member, and to the Supporting People’s Programme Board arrangements, and to the Cabinet.

•Establishing and delivering a short-term tackling poverty action plan (recovery) focusing on the following areas of financial inclusion, financial advice and income maximization, digital inclusion, food inclusion, and plans and interventions to support the inclusion of socially excluded specific groups of people.

•Establish multi-agency governance and joint working arrangements for the delivery of the Tackling Poverty Action Plan – which could include a Tackling Poverty County Forum and any necessary sub-group / project / task and finish group to deliver the relevant action plan.

•Establishing, maintaining partnerships and links with voluntary organizations and other agencies working in the field of poverty. It also includes identifying opportunities to jointly plan opportunities, activities and projects, and developing plans for this purpose.

•Develop internal arrangements for bringing together tackling poverty program leaders into joint working and joint planning and joint commissioning, to maximise income streams, reduce duplication across programs - specifically the national Funding Alignment Program (Children and Communities Grant and Housing Support Grant) and other related grants.

•Identify opportunities for attracting external investment into the county for expanding financial and / or digital inclusion and / or food inclusion provision.

•Prepare Business Cases and Project Plans as required for attracting grants and investments into the field. Monitor the expenditure of any grant scheme (capital or revenue) and report regularly on progress against internal and external requirements.

•Collaborate with partners at county and regional level to share good practice; joint planning of provision.

•The candidate must be creative and have the ability to solve problems in order to generate new and innovative ideas and to act on the solutions

•Establish and maintain engagement, promotion, marketing and communication of Tackling Poverty Action Plan / Tackling Poverty Action Plan services, activities and projects to diverse audiences.

•To provide strategic leadership on anti-poverty issues for the Authority, and identifying areas for attention.

•Attend meetings of the North Wales Food Poverty Network , All-ales Anti-Poverty and Inclusion Network, supporting effective and efficient joint working in appropriate areas to maintain and improve provision.

•Collaborate with relevant officials in the WLGA, Welsh Government and other councils through the national Anti-Poverty Network.

•To prepare reports as required, which may include Cabinet reports, Scrutiny Committees and Scrutiny Inquiries, Project Groups

•This is a new role that will evolve in a rapidly changing field. The full scope and duties of the post cannot be foreseen so the candidate will be expected to undertake any other equivalent and reasonable duties commensurate with the salary and responsibility level of the post.

•The Department has a continuous programme of training and personal skills development. An Appraisal Scheme will be implemented that will contribute towards this provision. The post-holder will be expected to participate in the programme.
